which have entered the service of the State for two years, with a view of being mustered into the service of the United States for the same period, a recent decision of the War Department authorizes their acceptance. You will, therefore, when cases of this kind occur, muster them into the service for two years.

SIR: A regiment under command of Colonel T. B. W. Stockton, of Michigan, has been offered to this Department for acceptance to serve for three years or during the war. The President is willing to accept this regiment if it meets with your approbation, and if it can be got ready for service, full, thoroughly organized and uniformed within two weeks from this date.
