Brigadier General JAMES S. NEGLEY,
Pittsburg, Pa.:
SIR: You are hereby authorized to raise and organize two regiments of infantry to serve for three years or the war, provided you have them ready for marching orders in thirty days. This acceptance is with the distinct understanding that this Department will revoke the commissions of all officers who may be found incompetent for the proper discharge of their duties. You men will be mustered into the service of the United States in accordance with general orders relating thereto, recently issued by this Department. You are authorized to select from the independent organizations accepted by this Department one or more regiments for your brigade as just authorized,with the consent of the colonel commanding such regiment.

SIR: I have the honor of advising you of an offer by John S. Canon, esg., of New Haven, of a company of artillery from that city. Not wishing to accept any independent troops from your State until you have raised the quota called for without consulting your wishes, I therefore would respectfully ask that you communicate to this Department your views on the subject.

Send immediately the 200 sharpshooters under command of Captain Saunders, with orders to report to General McClellan. Your agent (Mr. Dalton) and General Lander report your State as willing to furnish them to remain in service for three years or during the war.
