SIR: I have received your telegram containing the directions to William P. Innes, esq., in regard to raising a regiment of mechanics under my direction if in my judgment the interest of the Government will be promoted thereby. Finding that several companies have already been formed for this purpose, I have cheerfully authorized the formation of the regiment and will assist in it to the umbos of my ability. Your dispatch of the 11th is received in relation to the raising of six regiments in New England by General Butler for his command. Our Fifth Regiment will be ready to muster into service by the 30th. The Sixth is being recruited, and will be in camp by the 15th of October. If the Government orders either or both of these regiments under the command of General Butler, the order will be cheerfully complied with.
