One leaves to-morrow fully outfitted except arms, and 1,000 strong. Another Saturday possibly. Shall they go to Washington or Hempstead? Please answer.

In compliance with the request therein made you ae authorized by this Department to raise three more regiments of infantry for the service of the United States; the organization to be in accordance with the general orders issue from the Adjutant-General's Office.

I request you not to issue any order detailing any particular Massachusetts regiments to General Butler, but to leave all such details to me. I have pledged certain regiments to General Sherman, and I am determined, if allowed, to keep my word to him. I can provide for butler otherwise if I can receive an answer by telegraph stating that
