I cannot, in justice to the people of the interior of the State, and particularly west of mountains. To stop Colonel Friedman now an disband and refuse cavalry; must explain [sic]. I do not wish to do so. I have declared that you wanted no more cavalry, and have dispatched to that effect. If cavalry are wanted make a requisition, and then you can increase the companies of Friedman's command.
