I. Transportation by express agency, being liable to abuse and very expensive, is prohibited by the Secretary of War on public account, except in cases of great emergency.

II. The power given in General Orders, Numbers 58 and 61, of 1861, to volunteer officers to muster volunteers into service is hereby revoked. They may, however, receive volunteer recruits into service on enlistment.
