ordered the militia regiments at New York that are in best preparation to hold themselves ready for duty at the forts in that harbor. I shall go to New York to-night, and as soon as a special train can be arranged for the purpose.

These revolves passed by the unanimous vote of the Legislature, and express the earnest opinions of the people of the State. Permit me again to call your attention to the very important question to which they after.

RESOLVE relating to coast and frontier defenses in Maine.

Resolved, That Congress be requested to take immediate measures to fortify and defend the harbor and city of Portland and some point or place in the northeastern portion of the State, to be selected by such engineers as the Federal Government may appoint for the purpose, and also such places on the coast and frontier of Maine as may be
