Were lieutenant appointed for enlisting and mustering recruits in accordance with Order 75, and have the reported regularly? What hinders the prompt organization of regiments? You have eleven inspecting and mustering officers. Can the Government depend upon 50,000 volunteers for new regiments now enlisted in your State?

Your quota of 300,000 drafted men is 26,148. The number of volunteers called for July 2 being the same, if your volunteers for old and new regiments mustered in from July 2 to September 1 exceed this number, the exceeds may be deducted from the number drafted. If you cannot make the draft on the 3rd day of September, make it as soon thereafter as possible, yourself taking the responsibility of extending the time.

If you cannot make the draft on the 3rd day of September, make it as soon thereafter as possible, yourself taking the responsibility of extending the time.
