His Excellency Governor ANDREW,
Boston, Mass.:
Your quota of 300,000 drafted men is 19,080. The number of volunteers called for July 3 being the same, if your volunteers for old and new regiments mustered in from July 2 to September 1 exceed this number, the excess may be deducted from the number drafted. If you cannot make the draft on the 3rd day of september, make is at soon thereafter as possible, yourself taking the responsibility of extending the time.

The number of volunteers called for July 2 being the same, if your volunteers for old and new regiments mustered in from July 2 to September 1 exceed this number, the excess may be deducted from the number drafted. If you cannot make the draft upon the 3rd day of September, make it as soon thereafter as possible, yourself taking the responsibility of extending the time.

Saint Paul, Minn.:
Your request to add one month for compliance with several orders of the Department in relation to volunteers and militia cannot be complied with by the Department. Other States make different precomplied with by the Department. Other States make different pretexts for similar changes. While recognizing and fully appreciating the embarrassments arising from the Indian panic in your States, the evil would be enhanced in its proportions by changing the orders of the Department in the manner your propose.*
