President LINCOLN:

Six regiments under orders; nine armed, but want pay; ten mustered, but not filled or paid; eighteen organizing. Governor insists on ordering regiments off, but no ordered until paid, and delayed for want of money. Not been able to see Governor for several days, but have had eight regiments ordered within last three days. Arms for distribution 16,429, but no accouterments.
