C., September 7, 1863.Drafted men who fail to report in accordance with the notification served on them, as required by section 12 of the enrollment act, and in consequence subject themselves, under section 13, to punishment as deserters, are not to be considered as a part of "the required number of able-bodied men liable to military duty," which "required number" when obtained entitles the remainder to be discharged under section 16.
