Honorable E. M. STANTON:

I respectfully suggest the following modifications of the instructions for recruiting colored troops, viz: That enlistments be made at once, without requiring consent of owners, and that the recruiting be done by the provost-marshals of my department, acting under my orders, the recruits to be turned over to the proper officers of the Bureau for Colored Troops in Saint Louis. These modifications will expedite the recruiting of colored troops, save expenses, and in general promote the interests of the Government. If these suggestions meet with your approval, I can publish the modified regulation and
