SIR: I beg leave to ask authority for Lieutenant Colonel R. T. Van Horn, of this State, to raise a brigade in Missouri and Arkansas. He has been in the military service ever since this war began, was at the battles of Lexington and Shiloh, and is a man of talents. He is at present a senator in our State Senate from Jackson County.
