Our State being ahead on three-year calls, I would not advise draft for them, but I desire and must have draft in delinquent copperhead sud-districts for 100-days" men somewhat in proportion to their delinquencies under former calls.

Officer whose resignations have heretofore been approved and accepted by this Department may be commissioned in the 100-days" service, but no officer will be allowed now to resign and be recommissioned. We are in urgent need of your troops to strike a finishing blow.
