On the 22nd instant, by telegram to General Loring, at Jackson, I asked, " Is communication open with Lieutenant-General Pemberton; if not, with whom shall I communicate? In what manner can I aid you?" To the inquiry on this point, no reply has been received. Your dispatch of the 27th will be observed, and reports made to you. Strength of cavalry force is herewith respectfully forwarded.
