I have ordered Brigadier-General Carr to report to you. He is now commanding a division in this army, but the Senate refusing to confirm him with the date of his appointment will make him gainer to the brigade commanders who have been serving under [him]. If it embarrasses you to give him a brigade you need not give it. His reputation as an officer is good.

General GRANT:
The following has just been received from Point Lookout in addition to a dispatch that there was a movement on the Rappahannock sent yesterday:
POINT LOOKOUT, May 2-noon.
Captain Hooker, Potomac Flotilla, send word that the force which crossed the Rappahannock is very large, composed of many thousand men, principally cavalry. Probably intended as a flank movement against General Grant.
