I have ordered troops from Glasgow to Lebanon. Have just received dispatch from Glasgow saying waters are up so they cannot reach Lebanon before Sunday. I am surrounded by water; river very high. What about the bridge, grain, and stores I have here? Answer.

You must move your effective force if you have service[able] horses. Leave a small guard with convalescents, and baggage, and pontoon bridge. Press horses to mount dismounted men, and give receipts to be taken up by quartermaster here at future time.
