Constant rains during past week. River very high; will be very deep. No movement of troops possible. Small guerrillas parties are making some trouble between here and the Tennessee. Delay repairs of telegraph on line of Northwestern Railroad, but will have it working by time General Thomas reaches Eastport.

Chief Quartermaster, Department of the Cumberland:

Please send forward immediately all of the supplies that have been called of at this post. They are needed for the equipment of the troops, under orders from General Thomas. I have directed that Colonel Hayes, chief quartermaster of the corps, call on you and explain the necessity of everything asked for. Give him all that he requests. You are wrong in supposing that there is plenty of forage in the vicinity of this place. We need 60,000 pounds daily, and you must send us that amount tray meet our wants.
