Army, Brownsville. Brigadier General J. E. Harrison, C. S. Army, is appointed chief commissioner, and will take post at Houston or Galveston, or any point convenient to these localities. His orders will be promptly and strictly obeyed on the part of the commissioners of the C. S. Army. Brigadier-General Harrison will proceed without delay to Galveston, and place himself in communication with such officers of the U. S. Army as may be appointed by proper authority commissioners to carry out the provisions of the convention entered into by Major-General Canby, U. S. Army, and General E. Kirby Smith, C. S. Army.
